This is a rendering of the now widely known Masonic Cipher, an alphabet used largely used by Freemasons in the 18th century. A squared version is used for the Capitals and a rounded one for the lowercases, extra symbols incluse only punctuation, being comma, exclamation, question, period, collon and semicollon.
